This is a strategy game in which players manage a nation to prominence during the colonial era of the 19th century. Players can develop their nation's economic and industrial growth, effect sociopolitical views, and expand territory. Expansion of territory can lead to combat, which is first represented by soldier and ship icons on a map. There are sometimes close-up shots of sword clashing, realistic gun and cannon fire aboard ships; battle-cry sound effects are heard as soldier and ship icons clash over territory. The text and dialogue boxes in the game sometimes reference opium and the opium trade (e.g., "Use of Opium Spreads" and "the European traders have brought with them the habit of Opium smoking"). There are also references to prostitution (e.g., "A young girl working as a prostitute" and "The murder of at least six prostitutes by Jack the Ripper"). Language such as "bastard" occasionally appears in the game.
